NOTICE OF PROPOSED VARIATION NO 11. OF THE DUBLIN CITY DEVELOPMENT PLAN 2022 – 2028
Notice is hereby given pursuant to Section 58(7) of the Planning and Development Act 2024, that Dublin City Council, being the Planning Authority for Dublin City, has prepared a Proposed Variation of the Dublin City Development Plan 2022-2028 in respect of the following:
Proposed Variation No. 11:
To vary the Dublin City Development Plan 2022 – 2028 to give effect to the First Revision of the National Planning Framework, April 2025, and to incorporate the housing growth requirements set out in the Ministerial Guidelines - National Planning Framework NPF Implementation: Housing Growth Requirements, Guidelines for Planning Authorities, 2025.
It is proposed to vary the Dublin City Development Plan 2022 – 2028, by making amendments to the Core Strategy and the tables contained therein; to change the land use zoning objective of 7 sites from Z6 Employment/Enterprise to Z1: Sustainable Residential Neighbourhoods, Z10 Inner Suburban and Inner City Sustainable Mixed-Uses and Z14 Strategic Development and Regeneration Areas (SDRAs); to amend 8 Strategic Development and Regeneration Areas to provide for additional housing capacity; and, to identify Santry Key Urban Village as a long-term plan area.
Reason:
The purpose of the proposed variation is to update the Dublin City Development Plan 2022 – 2028 in accordance with the National Planning Framework First Revision housing updates and by taking due account of the requirements in the Ministerial Guidelines - NPF Implementation: Housing Growth Requirements Guidelines for Planning Authorities (2025) as set out in the Chief Executive’s Report
No. 237/2025 which was noted and agreed by the elected members at a Council Meeting on 16th October 2025.
The proposed variation is accompanied by:
• A Natura Impact Report (NIR) which includes an Appropriate Assessment (AA) Screening pursuant to the EU Habitats Directive (92/43/EEC) and prepared in accordance with Part 6 of the Planning and Development Act 2024,
• A Strategic Environmental Assessment (SEA) Environmental Report incorporating SEA Screening pursuant to Directive 2001/42/EC of the European Parliament and of the Council on the assessment of the effects of certain plans and programmes on the environment and S.I. No. 456/2025 – European Union (Land Use Planning – Strategic Environmental Assessment) Regulations 2025, and
• A Strategic Flood Risk Assessment (SFRA).

A copy of the Proposed Variation, together with the Environmental Report of the Strategic Environmental Assessment, the Natura Impact Report of the Appropriate Assessment and
Screening Determinations, and the Strategic Flood Risk Assessment may be inspected for a period from 31st March 2026 to 28th April 2026 inclusive at the following locations:
• At Dublin City Council Civic Offices, Planning Public Counter, Ground Floor, Block 4,
Wood Quay, Dublin 8 during public opening hours, Monday – Friday 9.00 am to 4.30 pm

Making a Submission:
Written observations or submissions regarding the Proposed Variation are invited from members of the public and all other interested parties during the period 31st March 2026 to 4.30 pm, 28th April 2026, inclusive. Individuals, groups, organisations or representatives, as well as children,
or groups or associations representing the interests of children, are also entitled to make submissions or observations.
The planning process is an open and public one and, in that context, all documents are made available for public inspection. All submissions and observations will be published online but your address will not be published. You are responsible for ensuring that no vexatious, libellous or confidential information, including information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission or observation or part thereof. The Planning Authority reserves the right to redact any submission or observation that does not comply with this requirement.
Written submissions or observations received with respect to the Proposed Variation and the strategic environmental assessment and appropriate assessment of the proposed variation made to the Planning Authority up to 4.30 pm, 28th April 2026 will be taken into consideration before the making of the Proposed Variation.
