NOTICE OF PROPOSED VARIATION No. 10 OF THE DUBLIN CITY DEVELOPMENT PLAN 2022 – 2028
Notice is hereby given pursuant to Section 13 of the Planning and Development Act 2000 that Dublin City Council, being the Planning Authority for Dublin City, has prepared a Proposed Variation of the Dublin City Development Plan 2022-2028 in respect of the following:
Proposed Variation No. 10 - Kylemore Masterplan:
It is proposed to vary the Dublin City Development Plan 2022-2028, by making the following amendments:
Changing the land use zoning objective of lands at Kylemore/Inchicore, Dublin 8 and Dublin 10.
From: Zoning Objective Z6 – Employment/Enterprise - To provide for the creation and protection of enterprise and facilitate opportunities for employment creation.
Zoning Objective Z1 - Sustainable Residential Neighbourhoods – To protect, provide and improve residential amenities
Zoning Objective Z2 – Residential Neighbourhoods (Conservation Area) – To protect, provide and/or improve the amenities of residential conservation areas.
Zoning Objective Z9 – Amenity/Open Space Lands/Green Network – To preserve, provide and improve recreational amenity, open space and ecosystem services
Zoning Objective Z10 – Inner Suburban and Inner City Sustainable Mixed Uses – To consolidate and facilitate development of inner city and inner suburban sites for mixed-uses
To: Zoning Objective Z14 – Strategic Development and Regeneration Areas - To seek the social, economic and physical development and/or regeneration of an area with mixed-use, of which residential would be the predominant use.
Designating the Kylemore Masterplan as a new Strategic Development and Regeneration Area (SDRA 19) with associated amendments to Chapter 13: Strategic Development and Regeneration Areas (SDRAs) and incorporating the Kylemore Masterplan 2025 into Volume 2 of the Dublin City Development Plan 2022-2028 as a new Appendix 22.
Amending Table 2-8: Core Strategy and Settlement Hierarchy in Chapter 2: Core Strategy of Volume 1 of the Dublin City Development Plan 2022-2028 to include new SDRA 19.
Reason:
Objective CSO2 of the Dublin City Development Plan 2022-2028 is to prepare a statutory plan for lands at Kylemore Road/Naas Road. The Kylemore Masterplan was prepared to facilitate the compact and sustainable mixed-use regeneration and redevelopment of the area in accordance with national and regional policy objectives.
In order to implement the Masterplan, a variation of the Dublin City Development Plan is required. The majority of the 52 hectares of lands at Kylemore are currently zoned Z6 (Employment/Enterprise). Residential development is not permitted in areas subject to land use zoning Z6. In order to implement the Masterplan, it is proposed to rezone the Masterplan lands to Z14 (Strategic Development and Regeneration Area), to facilitate mixed use regeneration, to include residential development. In order to provide statutory status to the Masterplan, a new SDRA designation is proposed.
A copy of the Proposed Variation, together with a Strategic Environmental Assessment (SEA) Environmental Report pursuant to the Planning and Development (Strategic Environmental Assessment) [SEA] Regulations 2004-2011, a Natura Impact Report pursuant to the EU Habitats Directive (92/43/EEC) and the Planning and Development Act 2000 (as amended), a Strategic Flood Risk Assessment Report pursuant to Section 28 of the Planning and Development Act 2000 (as amended) and an accompanying Rainwater Management Strategy may be inspected for a period from 12th December 2025 to 21st January 2026, inclusive:
Dublin City Council Civic Offices, Ground Floor, Block 4, Wood Quay, Dublin 8, Monday to Friday from 9.00am to 4.30pm.
Dublin City Council Area Office, Ballyfermot Civic Centre, Ballyfermot Road, Dublin 10, Monday to Friday from 9.00am to 5.00pm.
Written observations or submissions regarding the proposed variation are invited from members of the public and all other interested parties during the period 12th December 2025 up to 4.30pm on the 21st January 2026, inclusive. Individuals, groups, organisations or representatives, as well as children, or groups or associations representing the interests of children, are also entitled to make submissions or observations.
The Planning process is an open and public one and, in that context, all documents are made available for public inspection. All submissions and observations will be published online but your address will not be published. You are responsible for ensuring that no vexatious, libellous or confidential information, including information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission or observation or part thereof. The Planning Authority reserves the right to redact any submission or observation that does not comply with this requirement.
All submissions or observations received with respect to the proposed variation made to the Planning Authority up to4.30 pm, 21st January 2026 will be taken into consideration before the making of the Proposed Variation.
