Dublin City Council is reviewing the current Dublin City Development Plan 2016-2022 and preparing a new City Development Plan (the Plan) up to 2028. This dedicated Development Plan website is to help keep you informed and help assist you in engaging with the process. 

 The first consultation phase ended on the 22nd February 2021 during which time submissions were received.  The Chief Executives response to the issues  raised in the submissions is now being prepared and his report with recommendations will be submitted to the City Council for the Elected Members consideration. The report will also be published on this website as soon as practical followings its preparation.

    

Poster Competition “My Vision of Dublin….”

 The Lord Mayor of Dublin Hazel Chu invites pupils in the Senior Primary school cycle (3rd- 6th class) to prepare an A4 size poster (21 x 29.7 cm) of their vision for the city and to be in with a chance of winning some great prizes.

Pre Draft Consultation

Dublin City Council is reviewing the current Dublin City Development Plan 2016-2022 and preparing a new City Development Plan (the Plan) up to 2028.   This dedicated Development Plan website is to help keep you informed and help assist you in engaging with the process. The first consultation phase has commenced and will run for an 8-week period from Tuesday 15th December 2020 to 4.30pm Monday 22nd February 2021 

The Council is encouraging members of the general public, businesses, resident’s associations, community organisations,  youth groups, children and those representing children to have a say in influencing and helping to frame the general direction of the next City Development Plan. What is a City Development Plan?

The City Development Plan is a document that guides the future growth and development of the City. The Plan is strategic in nature and contains a core strategy together with objectives and policies to deliver the overall strategy for the proper planning and sustainable development of Dublin City. It must take account of the statutory obligations of any local authority in the area and any relevant policies or objectives for the time being of the Government or of any Minister of the Government. A Strategic Environmental Assessment (SEA) will be prepared as part of the review of the existing Development Plan and preparation of a new Development Plan. An Environmental Report of the likely significant effects on the environment of implementing the new Plan will be prepared. A Stage One Appropriate Assessment (AA) will be carried out as part of the overall process and subsequent stages of AA shall be carried out, if required.

How to Join the Conversation?

Join the conversation by making a submission on your views for YOUR City, YOUR Neighbourhood.

Making a submission is simply a way for you to give us your thoughts and ideas on what you think are the important things in planning for the future growth of Dublin City and your neighbourhood. This is the first stage of the plan making process. The conversation at this stage is strategic in nature, looking at the big picture issues when it comes to delivering a balanced land use plan – the City Development Plan - for Dublin City and your neighbourhood.  A Pre-Draft Public Consultation Strategic Issues Paper has been prepared to inform the first stage of public consultation.  This sets out ten key issues that may be considered in the new plan.  A plain English summary of these issues has also been prepared.

We are looking for your views on such issues in regard to the review of the existing Dublin City Development Plan 2016 – 2022 and the preparation of the new Dublin City Development Plan 2022 – 2028 including the SEA and AA processes.

In respect of making a submission or observation please note the following:

  • Submissions or observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area should be made at this stage of the Plan making process. Submissions or observations should be strategic in nature and focus on ‘big picture’ issues. 
  • Children, or groups or associations representing the interests of children, are particularly encouraged to make submissions or observations regarding the future of our city.
  • Submissions or observations should include your name, and address and where relevant, details of any organisation, community group or company etc., which you represent. These details will be published in the Chief Executive’s Report and online. Your address/email address will be redacted
  • Whilst the planning authority intends to review the zoning of the area of the development plan during the plan making process, the Council cannot consider at this Pre-Draft stage of the City Development Plan process, submissions or observations relating to the zoning and/or re-zoning of specific or particular parcels of land. These more detailed matters will be considered during the Draft Plan stage of the overall process – which is approximately 12 months away.

All submissions will be published online in accordance with the requirements of the Planning Act. You are responsible for ensuring that no vexatious, libellous or confidential information, including confidential information in relation to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Planning Authority reserves the right to redact any submission or part thereof.

Important Note Regarding Submissions:

In accordance with Section 11 (3A)(a) of the Planning and Development Act, 2000 (as amended), written submissions or observations received by a Planning Authority under this section shall be published on the website of the authority within 10 working days of its receipt by that authority.

Public Consultation

In addition to being on the website, a copy of the Pre-Draft Public Consultation Strategic Issues Paper and the booklet A Summary of the Pre-Draft Consultation Issues may be inspected for a period from Tuesday 15th December 2020 to Monday 22nd February 2021 inclusive during public opening hours at the offices of Dublin City Council, Public Counter, Planning and Property Development Department, Block 4, Ground Floor, Civic Offices, Wood Quay, Dublin 8, Monday – Friday 9.00am to 4.30pm (excluding Bank Holidays) by appointment only.

How will my ideas / views inform the Plan?

Your views will help to shape the direction that the Development Plan will take. We will review your submissions and observations, summarise them and make recommendations on them. This will be presented to the Councillors in April 2021 in the form of the Chief Executive’s report. Your Councillors will consider the report and provide direction and input to the draft Plan for publication.

Your views will be published on our planning portal and website where the Chief Executive’s report will also be made available.
