Draft Scheme of Special Planning Control for O’Connell Street

Dublin City Council has reviewed the Scheme of Special Planning Control for O’Connell Street & Environs, which was approved in 2016.  A number of changes to the earlier scheme are recommended and these have now been incorporated into a Draft Scheme of Special Planning Control for O’Connell Street & Environs 2022.  This is being made available for public comment.

What is an SSPC ?

It is important that the architectural, historical, cultural and civic character of the O’Connell Street area is protected. The SSPC is a provision under the Planning and Development Act that allows for the setting out of objectives and development management measures to enhance the character of streets, protecting existing uses of special significance and discouraging less appropriate uses. In policy terms, this SSPC sits in the context of the Dublin City Development Plan, and the physical area covered by the Draft Scheme is identical to that of the O’Connell Street Architectural Conservation Area.

Public consultation

The statutory display of the Draft Amended Scheme, together with the respective documents relating to Strategic Environmental Assessment (SEA), Appropriate Assessment (AA) and Strategic Flood Risk Assessment (SFRA), will be on view to the public from 30th May 2022 to 25th July 2022 (both dates inclusive) as follows:

Copies of the Draft Scheme, together with the respective Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) screening reports and Strategic Flood Risk Assessment (SFRA) are available for inspection for a period from 30th May 2022 to 25th July 2022 both dates inclusive (excluding public holidays) at the following locations;

Civic offices of Dublin City Council, Ground floor, Block 4, Wood Quay, Dublin 8 during public opening hours, Monday – Friday 9.00am to 4.30pm, (excluding Bank Holidays).

Central Area Office at 51-53 Sean Mc Dermott Street Lower, Dublin 1 (14.00-17.00) Mon-Thurs and 9.00-15.00 Friday

Central Library, Ilac Centre, Dublin 1, Monday – Thursday 10.00-20.00, Friday 10.00-17.00 and Saturday 10.00-17.00.

to arrive before 4.30pm on 25th July 2022. Submissions should be clearly marked ‘Draft O’Connell Street Scheme of Special Planning Control 2022’ and state the name and address of the person making the submission and, where relevant, the body or group represented.
